Arizona Voters Split on EV Mandates — Support Incentives Over Requirements
52% Oppose Mandatory EV Timelines; 74% Back Tax Incentives and Charging Infrastructure
PHOENIX (March 6th, 2025) – Arizona voters are closely divided on electric vehicle policies, narrowly opposing mandatory EV transition timelines by 52% to 41% while strongly supporting incentive-based approaches by a 2-to-1 margin, according to a new AZPOP survey from OH Predictive Insights.
The survey tested two distinct approaches to EV adoption. The first — a mandate requiring all new vehicle sales to be electric or hybrid by 2035 — draws 41% support and 52% opposition, reflecting the libertarian-leaning political culture of a state where car ownership and personal choice are deeply ingrained values. The second approach — tax credits, rebates, and public charging infrastructure investment to incentivize voluntary EV adoption — draws 74% support and only 21% opposition.
The gap between mandate support (41%) and incentive support (74%) — a 33-point difference — is the largest spread AZPOP has recorded between two framings of the same underlying policy goal. It reflects a consistent finding in Arizona polling: voters want environmental progress but resist government mandates.
"Arizonans are pragmatic about the environment," says OHPI Chief of Research Mike Noble. "They can see the air quality and climate issues. But they want solutions delivered through carrots, not sticks, and that distinction matters enormously in how you design policy."
Republicans oppose EV mandates 79% to 18%, while supporting EV incentives 58% to 35% — showing that even Republican voters are open to market-based EV promotion. Democrats support EV mandates 67% to 26% and incentives 88% to 9%. Independent voters oppose mandates 55% to 38% and support incentives 73% to 22%.
Arizona is one of the top five states for EV adoption nationally, with favorable climate conditions (warm, dry weather extends battery range) and the Phoenix metro's expansion of the charging network. The state's significant semiconductor manufacturing sector — including several new chip fabrication facilities — creates a technology-friendly environment that may gradually increase EV comfort.
