Phoenix Police Department Earns a Passing Grade from Voters
A new survey from OH Predictive Insights finds that a majority of Phoenix residents give the Phoenix Police Department a favorable rating, with 58% of likely voters viewing the department positively — a sign that community trust in local law enforcement remains solid despite national tensions over policing.

Partisan Breakdown
Republican voters are the most favorable toward the Phoenix PD, with 78% viewing the department positively. Independent voters split more evenly at 54% favorable, while Democratic voters show 43% favorable ratings — reflecting broader national trends in partisan views on policing.
Community Relations
When asked about the department's relationship with minority communities, 47% of Phoenix voters said relations are "good" or "excellent," while 35% described them as "fair" and 18% as "poor."
Among respondents in predominantly minority zip codes, the favorability rating for the Phoenix PD drops to 44%, highlighting ongoing disparities in community trust that city leadership and the department will need to address.
Calls for Reform vs. Support for Officers
The survey found broad support for both law enforcement funding and reform:
- 71% support body camera requirements for all officers
- 67% support increased mental health co-responder programs
- 58% oppose significant budget cuts to the police department
- 54% favor increased de-escalation training
Methodology
The OH Predictive Insights survey was conducted August 5–9, 2021, among 612 likely Phoenix voters. The margin of error is ±3.97% at the 95% confidence level. Interviews were conducted online and via telephone.
